Bob Bell has been named vice president of construction equipment and fleet services for Black & Veatch.
President George W. Bush has nominated Joseph Kelliher to the Federal Energy Regulatory Commission. Kelliher is an advisor to Energy Secretary Spencer Abraham and a former lawyer with the House Energy and Commerce Committee.
Calpine Corporation has named senior vice president Robert Fishman to lead the company’s GE LM6000 combustion gas turbine peaker program. He will oversee development, engineering and construction of 15 peaking turbines totaling 675 MW of capacity in Northern California, all of which will go on line this year.
The Shaw Group has named Norman C. Spence president of Stone & Webster’s power division. He will oversee global power operations for the company. Don Stokes has been named president of construction and maintenance for The Shaw Group, responsible for overseeing all domestic and international construction and maintenance activities.
Dan Leff has been named CEO of the energy management division of Invensys. The division focuses on markets connected with power and energy infrastructure for industrial, commercial and residential buildings. He had been chairman and CEO of Enron Corporation’s energy service division.
Athanasios “Saki” Boitsios has been appointed managing director of EPRI Worldwide, S.A., the international sales and client relations subsidiary of the Electric Power Research Institute and EPRI Worldwide Holdings. He had been director of customer relations and sales for Westinghouse Electric Europe and will be based in Brussels.
Lew Myers has been named chief operating officer of FirstEnergy Nuclear Operating Company. Gary Leidich has been named executive vice president and L. William Pearce has been was promoted to vice president of oversight.
Ann D. Murtlow has been named president and CEO of Indianapolis Power & Light Co. and its holding company, IPALCO. She remains a vice president at AES.
Raymond F. Rugg has been named president and CEO of Xcel Energy’s Utility Engineering Corporation, provider of engineering services to the power generation industry.
Peter J. Wilt has been named executive vice president of Duke Energy International.

Water resource contractor Reynolds, Inc. has named Bob Blattert director of geological services responsible for helping power site developers with hydrological investigations into potential water supply sources, including flow analysis, test drilling, and permitting issues.
