N.C. company seeks bids for new power supply resources

RALEIGH, N.C., February 7, 2001 4:00 p.m.— North Carolina Electric Membership Corporation (NCEMC) will issue a solicitation (New Power Supply Resources RFP #1008) on February 9, 2001 for bids to supply part of its incremental generation need for 2003 through 2005.

This RFP seeks to procure up to 200 MW for 2003, up to 650 MW for 2004, and up to 950 MW for 2005. It is expected that the annual capacity factor associated with these levels of capacity will be in the range of 40%-55%. This RFP seeks generation resources that will replace supplemental wholesale purchases for NCEMC’s member cooperatives.

The proposed electric power may be delivered to the Duke Energy Corporation control area or the Carolina Power & Light control area. Beginning on January 1, 2004, NCEMC will also accept delivery to the Dominion North Carolina Power area. The RFP is specifically intended to solicit bids for supply side resources only, including new facility construction and purchased power.

Bids of five years or less for purchased power are preferred; bids of longer duration for new facility construction are acceptable. NCEMC is scheduled to hold a pre-bid bidders’ conference at the Holiday Inn in Research Triangle Park, NC on February 23, 2001. Responses will be due on March 9, 2001 and the proposals for the short list will be selected in the beginning of April 2001.
