FPL Takes Over Paris Development

Issue 4 and Volume 103.

FPL Energy Inc. has announced plans to build and operate a 1,000 MW natural gas-fired power plant in Paris, Texas. The plant should reach completion in mid-2000, selling power into the Texas wholesale market.

Texas Utilities Electric Co., Texas-New Mexico Power Co. and Constellation Power Source Inc. have contracts for up to 700 MW of the plant`s output.

FPL Energy purchased the development rights from Panda Energy International Inc., which had already obtained permitting for the site. Panda retains an ownership stake in the project. The partnership is called Lamar Power Partners, LP.

Duke/Fluor Daniel has started construction of the facility.

FPL Energy is also building a 75 MW wind site in the Midland-Odessa area of Texas. In January, FPL announced plans to complete construction of a 248 MW, natural gas-fired, combined-cycle plant in Everett, Wash.
