PUC Regulations to Protect Consumers

The California Public Utilities Commission (PUC) is working to institute regulations to protect consumers following allegations of misleading behavior, pyramid schemes, and outrageous claims from companies about potential savings.

Regulations will include requirements for clear information allowing consumers to compare prices, services and the generation mix offered; use of a standardized billing format; proof of providers` operational and financial capabilities; PUC-conducted background checks; and a $25,000 bond.

When the California market opened to competition at the end of March only about one half of one percent of utility customers had selected a change in supplier, according to Southern California Edison Co., Pacific Gas & Electric Co. and San Diego Gas and Electric Co. records. p
